The purpose of these posts is to support the management of the Property Infrastructure commercial land and property portfolio, ensuring maximisation of the value and performance of the built property assets in achieving wider property programme objectives.

The post holders will play a lead role managing, advising and providing support on a range of property infrastructure related interventions for the management, disposal/acquisition and development of the land and property portfolio.  This includes interventions undertaken directly and with other public and private sector partners, ensuring that the value and performance of the Welsh Government’s property assets and occupiers/users are protected and wider policy objectives achieved in a safe and legally compliant manner at all times.

Property Management Surveyor roles will focus mainly on the management and letting of the Property Infrastructure commercial land and property portfolio. 

Key tasks  

Lead on the negotiation, implementation and management of a range of property management and projects including acquisitions, disposals and undertake commercial property negotiations in accordance with the department’s objectives, governance arrangements and Landlord and Tenant legislation.

Directly line manage Assistant Surveyors, managing caseloads and providing professional support and mentoring to property team members. Conduct performance reviews, appraisals and 1-2-1’s as required.

Represent the department on internal and external liaison bodies, working groups and partnerships, deputising for the Senior Property Manager where required and to provide specialist property input to multi-disciplinary project teams, providing leadership in cases.

Prepare accurate and clearly written project reports for consideration and approval by the Property Leadership Team.

To provide professional support to the Senior Property Manager on casework, appropriate to the grade.

Evaluate and monitor the performance of properties providing regular progress reports to line managers and others ensuring that any actual or forecast variances in budget or financial targets, outputs or outcomes are identified and accounted for at the earliest opportunity.

Negotiate and actively resolve legal, financial and subsidy control issues impacting on projects.

Encourage and support collaboration in land and property activities across Government and the wider public sector estate. Support wider public sector regarding professional knowledge and expertise.

Procure and manage technical and other property consultants where necessary.

Contribute to the formulation of budgets for capital and revenue expenditure and manage project finance and budgets.

Prepare and contribute to Government Business and FOI requests in a timely manner and in accordance with relevant policies and guidance.

To undertake other such duties and responsibilities that are commensurate with the post and salary band.

To actively support the Facilities Management Contract Manager to manage Vinci to ensure first class service delivery is consistently achieved, using KPIs and in accordance with the contract specification and to ensure that all physical hazards within the portfolio are identified and satisfactorily risk managed and that the portfolio is compliant with Health and Safety regulations at all times.

To provide a comprehensive property management service for a diverse commercial property portfolio ensuring compliance with Landlord and Tenant legislation at all times.

Optimise all sources of funding particularly service charge calculations and recovery of utilities, implementing timely recharges.

The land and property portfolio is diverse in scale and location and will provide the Property Management Surveyor post holders with a wide and varied workload in support of their personal and professional development in property surveying and commercial estate management.

The scheme will be open to qualified, part qualified or unqualified property professionals with relevant experience.

The process will invite a CV and a Statement of Suitability describing relevant experience, technical requirements and how these meet the requirements of the role, particularly the key tasks.

There are two other similar roles being recruited. Candidates can apply for any or all or these roles. This will involve making multiple applications but only one interview will be required.

On closure of the application period, all applications will be sifted and any meeting a minimum “4” threshold for the experience and technical requirements will be interviewed. Interviews will test the technical requirements, selected experience and behaviours for this post.

The job holder will be required to make frequent visits to properties across the stated region.  Any applicant not based in the stated region will need to demonstrate how the service can be delivered whilst maintaining wellbeing given the time and distances involved in covering the region satisfactorily.

A full valid UK driving licence is necessary as this role will involve make frequent visits to properties across the stated region and relying on public transport may be difficult.

Payment of RICS professional subscriptions.

At least 4 vacancies are available, potentially more.

Role preferences will be taken into account where multiple applications are made but successful candidates will be allocated to roles they are considered best suited for.

If a successful candidate is not a fully qualified chartered surveyor, funding may be available to assist with seeking the professional qualification.
