The Deaf Education Service in West Lothian supports learners across the authority with a variety of hearing impairments across ELC, Primary and Secondary as part of the Education Support Services. The principal teacher will assist the line manager to develop, implement, monitor and review effective learning and teaching policies and procedures within the service to enable the school to deliver the highest quality of education for all pupils. They will ensure, by being a model of good practice and through the continuous implementation of quality assurance procedures that high standards of attainment and achievement are met. The principal teacher will support the team and work collegiately to ensure positive outcomes.

Principal Accountabilities / Key Tasks

The Acting Principal Teacher is directly accountable to the line manager. As identified in A teaching profession for the 21st century, Annexe B', the Acting Principal Teacher may be accountable for:

 

  • supporting pupils across West Lothian with a variety of hearing impairments who are educated in mainstream schools, ELCs and specialist ASN provisions across the authority.
  • responsibility for the leadership, good management and strategic direction of colleagues.
  • Manage and attend review meetings
  • curriculum development and quality assurance.
  • contributing to the development of school policy.
  • the management and guidance of colleagues.
  • reviewing the CLPL needs, career development and performance of colleagues.
  • developing and delivering appropriate training to staff in schools to support the inclusion of learners with hearing impairments. effectively, allowing them to achieve their potential.
  • the provision of advice, support and guidance to colleagues.
  • shared responsibility for the leadership, good management and strategic direction of pastoral care
  • assisting in the management, deployment and development of pupil support staff to lead interventions as appropriate
  • implementation of policies dealing with equity and pupil equity funding.
Special Requirements
  • The post holder must be suitably qualified teacher of the deaf and possess a wide interest in all aspects of education.
  • The post holder will be expected to possess vision, leadership qualities and the ability to develop and maintain good relationships.
  • The post holder must be able to evidence a capacity for self-evaluation.
  • The post holder must have the ability to work with a range of professionals and agencies in supporting pupils with additional need within mainstream placements.
  • Supporting the maintenance and wearing of hearing aids and associated equipment.
  • Planning and undertaking appropriate professional development activities to support and understand a wide range of ASN and to improve/update sign language skills.
Working Relationships/Contacts

The post holder will work in direct line management to the QIO ESS and will be supported and challenged by the line manager.

The post holder will work in a collegiate manner with colleagues, other establishments and other Council and agency staff.

Requirements

The post holder will initially have the following specific duties:

  • Act as direct line manager for any staff delivering targeted interventions, and have responsibility for their training, development and timetabling.
  • Strategic overview of all interventions including tracking and monitoring of impact of interventions.
  • Regularly meet with Deaf Education Team to ensure ongoing review of interventions using the adapt, adopt, abandon, accelerate model.
  • Lead opportunities for challenge and support for small groups of learners.
  • Improvement Planning - including leading and supporting curriculum development and events.

This initial remit may be reviewed in line with the priorities of the Service Improvement Plan or the skills and abilities of the successful candidate.

Qualifications, Skills, Knowledge

The post holder will have significant relevant experience as a teacher who has achieved the very highest standards. S/he must have a sound knowledge of current national curricular developments and teaching and learning theory and practice. The post holder must evidence a clear ability to implement and evaluate such methodology through self-evaluation and quality assurance.

The post holder must be able to demonstrate his/her leadership ability. The post holder must have good management, liaison, communication/interpersonal and presentational skills. They must also have a professional commitment to maximising pupil progress, achievement and attainment.

Knowledge of developments within Deaf Education

BSL level 2 qualification

This post is considered Regulated Work with Vulnerable Children and/or Protected Adults, under the Protection of Vulnerable Groups (Scotland) Act 2007. Successful candidates will be required to join the Scheme or undergo a PVG Scheme Update check prior to commencing employment and the cost will be met by the candidate.

The fee for a Full PVG Scheme Membership is £59 or Existing Member is £18.
