Applications are invited for a Cadet Quartermaster to be based at Buckinghamshire Army Cadet Force in Aylesbury. Bucks ACF is home to over 400 cadets and 100 adult volunteers in 18 detachments. Candidates from a military or youth background with stores and supervisory experience would be ideally suited to this fulfilling role . The salary is £32,175 per annum, reviewed annually, and further benefits include a very competitive average salary pension and a minimum of 25 days holiday (with the potential to increase to 30 days) plus 9 bank and privilege holidays. JOB DESCRIPTION

Job Title: Cadet Quartermaster Pay Band: D (AHW)

Department: Buckinghamshire Army Cadet Force

Line Manager: Cadet Executive Officer

General Description:

1. The CQM is a full-time employee of the RFCA and is responsible to the RFCA Chief Executive, through the CEO, for all stores, accounting, supply, maintenance, vehicles and logistic support in accordance with policy laid down by the RFCA and for the Army logistic supply chain (JSP 886).

2. In the absence of the CEO, the CQM is to deputise for him and, therefore, he is to be aware of the CEO’s main responsibilities.

3. As a condition of his employment, the CQM, shall, on taking up the appointment, volunteer to serve in a rank not exceeding the paid acting rank of Captain within the establishment of the relevant county or equivalent ACF PSS are entitled to special paid leave, reference CRFCA Staff Regulations.

Responsibilities:

4. Stores Accounting

Supervise daily stores activities, including quality assurance control. Westminster stores inventory control, store management to include the control of stock levels, Conduct physical counts and reconciles within the Westminster stores system. Resolve any arising problems escalating issues as required. Provide support in solving day-to-day logistical issues and reach short- and long-term performance goals. Work with County Area HQ and detachments staff to ensure they have the resource to deliver the cadet experience.

Clothing

a. Ensure that stock levels are managed in accordance with current regulations

b. Recovery of clothing and completion of write off action as required

Ration

a. Ensure sock is brought to account and stock levels managed in accordance with current regulations and stock rotation takes place as required

b. Preparation of 1680 B recovery of fund relating to cadet contribution are completed within one month of the event closing

Miscellaneous stores Account

a. Miscellaneous stores items are brought to account and managed in accordance with Current regulations

Accountable Documents Account

a. Ensure accountable documents such as fuel cards are used and accounted for in accordance with Current regulations

Expense Account

a. Ensure items are brought to account and managed in accordance with current regulations

b. Ensure stock levels are managed in accordance with current regulations

c. Indenting for and distribution of official publications, army forms, manuals and maps.

Ammunition

a. Ammunition, ensure that orders for the management and operation of the ammunition store and holdings

b. Ammunition is issued and receipted in accordance with Current regulations

Weapons

a. Weapons are securely stored in accordance with Current regulations

b. Weapons are issued and receipted in accordance with current regulation

c. Preparation of AFs G 8800 for items requiring workshop repair, and supervision of back-loading and, where necessary, replacement.

5. Checks and Examinations.

a. Stocktaking and managerial examination of accounts including Equipment, Miscellaneous, Loans, Rations, Clothing and Accommodation accounts for all Areas and Detachments.

b. Visits to Areas and Detachments in conjunction with the CAAs to inspect aspects of their responsibilities.

c. Supervise logistical handover takeover of Company Commander and Detachment Commanders

d. Coordinating the testing of all portable appliances as directed by RFCA.

e. In accordance with current regulations, maintain a robust internal audit process for all the Westminster accounts

f. Preparation of accounts and equipment’s for external audits, such as LSA&I, LEA, MEI, PSAV and ammunition inspections

6. Maintenance of RFCA Owned property.

a. Raising works services for building repairs.

b. Ensuring essential and non essential SMIT works are carried out

c. Supplying, maintaining and replacing furniture, furnishings and fire fighting equipment within the County.

7. Supervision.

a. Supervision of G4 responsibilities of the CSA and CAA and follow up action on CAA Detachment inspection reports.

b. Where applicable management of the County Weekend Training Centre (WETC).

c. Supervising Officer for catering including contract catering at camps.

8. Support to Training (including Camp) and Activities.

a. Provide logistic support to weekend training and activities at county level and, where necessary, arrange for temporary loans from appropriate sources of items needed to support such training and activities.

b. Demand, collection and return of all loan items issued for annual camps.

c. Detailed allocation of sub unit accommodation for annual camps including
handover/takeover.

d. Indenting for and control of Operational Ration Packs (ORP) from Log Sp, on repayment from ACF sub units.

e. The Quartermaster is responsible for booking training areas as required this is achieved using an online Bidding and Allocation Management System (BAMS )

9. Provision of Advice and Direction of Policy:

a. Provide professional advice to the County Comdt and CEO on such matters as catering, weapons, ammunition and equipment management, equipment care hazardous substances, (COSHH) environmental management (EMSAS), vehicle management and building maintenance and SHEF

b. Direct and supervise the CAA in the delivery of facilities management procedures to be taken at ACF properties.

10. Unit Equipment Care:

a. Produce a comprehensive Unit Equipment Care Directive Policy document

b. The unit is operating in compliance with all relevant references and technical publications referred to in ACSO 9015, including those applicable to the current audit.

c. Mandatory Equipment Inspections (MEI) for all equipment types are being conducted in accordance with AESP 0200-A-093-013 (LEUMS) (Reference B) and equipment specific AESPs.

d. All other equipment is being maintained in accordance with the appropriate equipment AESP Cat 201/601 or manufacturer’s maintenance schedule/handbook.

e. Ensure that regular internal audits of EC Management Systems have been conducted and recorded in accordance with current regulations:

f. That the unit is complying with Statutory and Service requirements concerned with the management, operation, serviceability and maintenance of unit equipment.

g. All planning and maintenance is recorded on JAMES or relevant vehicle and equipment documentation against named, competent personnel.

h. All maintenance carried out on equipment, which is essential to H&S, is recorded on the appropriate JAMES / MIS based work register against named, competent personnel, including on braking and steering systems.

i. You will act as the James Officer for the unit which will require you to complete 40 Hours online training
Additional Duties

Unit Defence Transport Manager (DTO)

11. County Defence Transport Officer (DTO) The CQM is to be the county DTM in which capacity he is to:

a. Produce and maintain a set of unit standing orders and directives that contain details instructions on MT management and MT safe working practices.

b. Maintain an up to date records of driver details within the MyDrive vehicle management application

c. Maintain an up-to-date list of authorised drivers.

d. Carry out familiarisation training and MATRIX testing of drivers.

e. Be responsible for the overall organisation and control of county vehicles including repairs, servicing and MOT.

f. Ensure correct procedures are in place for the issue of vehicles to CFAV’s and all documentation is completed in accordance with current regulations.

Allocation of vehicles to Areas and Detachments for training purposes

g. Arrange the hire of vehicles as required.

h. As DTO you will be required to complete a 2 week residential course

12. Safety, Health, Environment and Fire Advisor

a. The CQM is to act as the County Safety Health, Environment and Fire Advisor (SHE&FA). They are to be appropriately trained on the All Arms Unit Safety Advisor Course or equivalent qualification (Level 3 or above) and keep themselves current / up to date.

b. The CQM is to ensure that the county displays the latest version policy statements

c. The CQM must carry out routine SHEF inspections for designated areas of activities. Maintain the workplace, relevant equipment, devices and systems in efficient working order and good repair. In addition to this the CQM is to carryout regular equipment inspections which are recorded on specific registers as appropriate; to include PPE, ladder, shelving, COSHH, before and after use checks and other register as appropriate

d. The CQM is to act as the County Fire Officer and, in accordance with the DFS (A) Fire Safety Management Plan, issue the fire safety equipment, orders and signs for all ACF Properties, supervise the regular testing of equipment and action any reports or inspection recommendations.

e. The CQM is to be the focal point for the preparation of site risk assessments for ACF properties within the county covering buildings and external areas and, where appropriate, manual handling and work equipment.

f. The CQM is responsible for ensuring 4Cs arrangements are in place this is to ensure the safety and welfare of all visitors.

g. The CQM is to ensure that a robust environmental Management system is in place, to include waste management, pollution control energy/utilities management and environmental noise.

h. The CQM is to maintain a suitable and sufficient SHEF delivery plan, which meets the SMART objectives
County Assistant Unit Security Officer

13. Security. The CQM is to act as the County Assistant Unit Security Officer They are to be appropriately trained. Their duties include the safe keep and management of County ACTO items, which include but not limited to security arrangements for alarmed armouries, the County ammunition store, County CIS equipment and all security keys.

Movement of Arms and Ammunition

a. They are to ensure that weapons and ammunition are moved / transported in accordance with Current regulations

b. All vehicle drivers and escorts are suitable qualified and competent to carry out their duties.

14. The CQM is to carry out other instructions and duties as directed by the CEO consistent with his employment grade.

15. The nature of the post will require additional training, which will be delivered as non-residential and residential
