Chief Clinical Information Officer (CCIO) - Pharmacy and Medicines Wirral University Teaching Hospitals NHS Trust

We are looking for an exceptional leader to drive innovation across our digital portfolio to enhance the use of technology and data across all areas of the pharmacy service to support our mission to provide outstanding services.

Strong interpersonal skills, the ability to network and build strong relationships, experience of building and maintaining EPMA systems and a passion to foster integration of the digital and clinical workforces will be essential. This post is ideally suited to someone with extensive digital experience, as well as a strong grounding in clinical practice, who is motivated by well managed change across traditional professional boundaries.

The postholder will lead on all aspects of the digital portfolio including our IT systems and will be supported by a team of well-developed pharmacists, technicians and support staff.

You will be a role model for others and need a desire to utilise and develop digital solutions to improve pharmacy services and medicines safety across the hospital and the wider health economy

Main duties of the job

• Advise the department's Senior Management Team in matters relating to information systems maintenance, options, optimisation and strategic planning. This includes updates on workplans and advice on required strategy aligned with wider hospitalprogramme.
• Work with the Trust Chief Information Officer (CIO), Trust Chief Medical Information Officer (CMIO) and Divisional Medical Information Officers (MIOs) and Trust Chief Nurse Information Officer (CNIO) on pharmacy digital enabling issues and risks across the broad spectrum of digital work programmes and systems. This will include Electronic Prescribing and Administration systems, Trust wide Business Intelligenceand Pharmacy Systems such aseptic manufacturing, chemotherapy, JAC, pharmacy database management etc.
• Develop and review the Departmental Strategy for Information Technology and work with the pharmacy team to implement its components.
• Contribute to the development of strategic plans for specific areas of IT (procurement/ commerce; digital medicines).
• Contribute to the development and implementation of Clinical Trials as required.

Person Specification Qualifications, Specific Experience & Training

• Masters level degree in Pharmacy, or equivalent
• Post-graduate preregistration year
• Current registration with the General Pharmaceutical Council (GPhC)
• Postgraduate Diploma in Clinical pharmacy, or equivalent experience
• Extensive recent experience in advanced critical appraisal and health economic skills
• Extensive post-registration hospital pharmacy experience
• Very experienced clinical informatics pharmacist with extensive leadership experience working with CCIO, CNIO and Chief Pharmacist in developing and implementing digital strategy across an organisation
• Experienced Clinical Pharmacist with expertise of working with clinical informatics at band 8b and managing teams
• Experience of conduct and managing audit or research projects, including assessing quality of services
• Previous management / team leader experience with responsibility for pharmacists, pharmacy technicians, and other associated staff groups including staff development, managing performance, recruitment, performance management.
• Experience in delivering change management and Quality Improvement relating digital systems
• Experience in developing business cases for service development, including monitoring of outputs
• Writing and implementing SOPs, policies and guidelines
• Experience of implementing clinical trial protocol to digital environments
• Experience of conducting operational service delivery audits including service evaluation
• Member of the Faculty of Clinical Informatics
• Information Governance Training
• Management or Leadership training/Qualification
• Member of Royal Pharmaceutical Society
• Certified Professional in Healthcare Information and Management Systems (CPHIMS) (HIMSS)
• Experience in Formulary Management and Commissioning, including undertaking horizon scanning for new drugs or new uses of drugs
• Recent post-registration hospital experience, ideally including previous experience in a teaching hospital and experience of more than one hospital
• Experience of working within a range of clinical specialities
• Drug expenditure analysis and reporting
• Previous experience of digital audit
• Experience of developing policies and guidelines across a health economy
• Evidence of having written pharmaceutical and/or educational publications
• Ability to take initiative and lead on projects including Trust wide change management
• Computer system implementation experience and involvement.

Knowledge and Skills

• High computer literacy with extensive experience of Word, PowerPoint and Excel
• Familiar with the use of a range of visual aids for teaching including the use of a data projector, overhead projector, and whiteboard to assist with teaching
• Training education knowledge and skills
• Self-motivated
• Excellent written and verbal communication skills
• Able to produce written and electronic support materials for training
• Proven ability to influence and negotiate with all grades of staff within and external to the Trust (third parties)
• NHS Digital Framework and EPMA closed systems (HIMSS Application Process).
• Knowledge of good clinical practice
• Experience of electronic hospital systems.

Knowledge and Skills

• Highly specialised knowledge of drugs and therapeutic trends across a wide range of specialities.
• Highly specialised knowledge of NICE, MHRA and Patient Safety and utilisation in implementation of relevant guidance
• Highly specialised knowledge of Health care systems and NHS changes
• Knowledge and experience of audit methodology
• Comprehensive knowledge and understanding of EPMA systems and closed loop processes
• Good knowledge of NHS Digital framework and NHS Digital Roadmap
• Excellent interpersonal skills
• Able to give oral presentations appropriate to the level of the audience or students
• Able to produce complex written reports
• Proven ability to teach and train a range of staff groups
