Job Description
I am delighted to be partnering with Liverpool City Region Combined Authority to recruit their Executive Director of Policy & Analysis (6-month contract). The role:
- Responsibility for all work-streams associated with policy areas of Policy Development:
- Health Devolution, Adult Social Care, Mental Health, Criminal Justice
- Economic Policy and research which includes scrutiny support, and performance management
- Housing and Spatial Planning
- Skills & Employment
- To ensure strategies are developed and delivered to meet the priorities for the Liverpool City Region. This will involve working with partners locally and sub-regionally to identify local service development and redesign priorities and opportunities for joint working.
- Oversee performance and delivery of those organisations commissioned to deliver outputs and outcomes on LCRCA's behalf
- To support the implementation of the City Region's Devolution agreement and wider strategic priorities.
- To develop effective city region and cross-portfolio collaboration;
- To represent and promote the work of the LCRCA and the wider LCR, locally, regionally and nationally to ensure 'joined up' policy and practice in across areas of the city region.
- To advise the CEX, Metro Mayor and the LCRCA on significant policy developments
The Successful Applicant
The suitable applicant will have:
- Strong and varied record of achievement at a senior level in relevant complex political environments, preferably in local and/or central government.
- Direct experience of successful implementation of strategies to integrate services across local / central government traditional boundaries.
- Significant and in depth experience of leading policy development in and managing complex projects.
- Significant experience of strategic financial management and successful prioritising and targeting of resources.
- Significant senior level experience of leading teams, providing direction and managing performance
- Extensive experience of creating successful strategies, interventions and innovative solutions.
- Experience of operating effectively and collaboratively as part of a senior team
- Experience of building effective strategic working relationships with a wide range of stakeholders.
- Evidence of negotiating, influencing and giving advice to politicians, senior managers and partner organisations.
