Venesky-Brown’s client, a public sector organisation in Stirling, is currently looking to recruit an Engineering Senior Manager for an initial 6 month contract on a rate of circa £500-£600/day (Inside IR35). This role will be hybrid working with 2 days per week onsite.
Review of investment proposals: use engineering and technical expertise to review investment appraisals, to ensure the proposed investment will meet the objectives and deliver value-for-money to customers. This would include both investment appraisals received through the final Business Plan submission on 26 February 2026 and also investment appraisals for projects/programmes planned for the SRC21 period.
- Input on consultancy projects: Input on the engineering review of the business plan as undertaken by engineering and asset management consultants on projects, ensuring they provide high-quality outputs on time and on budget.
- Performance Analysis: use engineering and technical expertise to review progress on delivering the investment programme.
- Cross-Directorate Collaboration: Work closely with the Pricing and Performance and Reporting Directorates to ensure that the organisation provides critical insights into the investment programme and that these insights are integrated into strategic policy, regulatory positioning, and external engagement.
- Graduate qualification and/or equivalent professional in engineering or asset management.
- Chartered status with engineering or other appropriate professional body
- At least 8-10 years of experience of water sector engineering, capital programmes, asset management and/or business planning
- Strong technical knowledge of engineering, capital programmes or asset management
- Excellent Excel skills and experience with model documentation and quality assurance processes
- Intermediate level user of standard Office applications
- Ability to present technical analysis clearly to non-technical audiences
- Ability to manage internal projects
- Ability to manage consultancy projects
- Civil Engineering/Water Industry experience
Post graduate degree (or equivalent) in a relevant field.
- Knowledge of net zero/ greenhouse gas emissions from an engineering perspective
- Knowledge of the requirements of the Scottish Public Finance Manual (SPFM)
