Our marine based client requires an experienced Harbour Standards Manager for a full-time, permanent position to be based in Gourock. This role will responsible for providing the quality assurance function of the Operations department across all company managed Ports and Harbours providing guidance, leadership, advice, and direction. This role will manage the capacity and capability for the Standards and Performance Department to set and audit Harbour standards to assure compliance with the Port Marine Safety Code, Harbour Operating Agreements, Harbour Access Agreements, other legislation, and good practice. In addition, the Harbour Standards Manager role will manage the internal performance data collection, analysis and reporting to ensure quality and drive continuous improvement.

Full UK driving licence.
Nebosh Certificate; SVQ Level 3 in Occupational Safety & Health.
Marine experience for assessment and incident investigation of 3rd party vessels (desired).
Port Marine Safety Code Internal Auditor training.
Port Facility Security Officer qualification.
A good understanding of ISO 45001, ISO 9001, ISO 14001, Port Marine Safety Code, International Ship and Port Facility Security Code and experience in auditing these areas.
Proven competency in risk assessment and risk management.
A good understanding of Construction, Design and Management regulation requirements.
Experience of working with reporting and analysis software systems.

Support the Harbour Operations Department and Port Management to ensure that the standards required for Harbour Operations are maintained, reviewed, and updated in order to ensure compliance with the Port Marine Safety Code, Harbour Operating Agreements, Harbour Access Agreements, other legislation, and good practice.
Support Governance, Risk & Assurance Department, specifically the Health, Safety & Environment team with implementation of policies and audit requirements.
Traffic Management Plans.
Harbour Drawings, bathymetric surveys, including underwater hazards (e.g., dive, dredge, anchorage) and local Pilotage directions.
Oil Spill Contingency Plan.
Port Waste Management Plans.
Port Facility Security Plans.
Document Change Request management.
Act as Data Steward for the Department.
Preparation of Reports as required to support delivery of contract obligations.
Ensure investigations are carried out in accordance with internal KPIs when incidents are escalated from Operational Management.
Manage an audit programme for all managed Harbours/Port facilities against the requirements of the Port Marine Safey Code and the ISPS Code to ensure policies, processes and procedures are being used correctly, are appropriate and continuously improved.
Escalated Harbour Accident and Incident investigation, including implementing recommendations into Company Management System.
Review and monitor reports and dashboards on performance and work collaboratively with key stakeholders to agree prioritised action plans to improve performance.
Maintain performance reports and statistics to provide evidence of adherence to contract requirements.
Attend regular contract meetings with the Statutory Harbour Authority.
Management of the Harbour User Consultative Forum scheduling.
Assisting with business wide projects, ensuring that they are supported from a Harbours Security, Environmental and Safety point of view where applicable to policies and standards.
Assisting Strategy & Change Projects and New Vessel and Infrastructure Team with Harbour subject matter expertise (utilising Harbour Specialist).
Coordination and organisation of required harbour emergency exercises, including oil spill response and port facility security.
Ensure Navigational Risk Assessments are carried out and implemented and that feedback from reviews is incorporated into Harbour Standards.
