Your new role

Chief Financial Officer

The CFO will be an integral member of Board and support the to the CEO. They will be accountable for all aspects related to Finance, Estates and Corporate Assurance through a team of c400 people across National Highways.

Job Purpose

To develop and lead the Finance function, ensuring that National Highways has the financial resilience to deliver its strategy and plans, and to contribute to the executive leadership of the organisation.

What you'll be leading on
  • Contribute to the development and leadership of National Highways as a member of the Board and the Executive Team. Together with the CEO, carry out financial and operating reviews, taking ownership of the cost agenda, leading on negotiation of resource allocation to the key priorities.
  • Direct and Indirect management of Finance, Estates and, Risk Management & Corporate Assurance functions (400 people)
  • Ensure longer term and annual financial plans are in place which match National Highways' strategic needs and provide a resilient basis for future investment and operations.
  • Lead the estates function - with 725,000sqft of occupied estate - ensuring plans and structures are in place to meet organisational need in an optimal way.
  • Ensure that National Highways meets its responsibilities under financial regulations and the law.
  • Ensure the structure, controls, policies, systems and processes in the directorate support the efficient and effective execution of organisational delivery and financial plans.
  • Represent the organisation externally, including in funding and other discussions with major stakeholders, such as the Department for Transport (DfT) and HM Treasury.
To be successful you'll need
  • Experience as an autonomous CFO with P&L responsibility in a highly complex and/or regulated organisation of comparable scale. High calibre 'step up' candidates would also be considered.
  • Deep sector expertise, ideally from other highly capital-intensive sectors such as regulated infrastructure, energy and utilities, or broader large-scale construction/service companies. A track record of delivering value will be critical.
  • All ownership structures will be considered, but an understanding of public sector funding, working with government and/or in a regulated industry would be advantageous.
  • Proven ability to build, lead, develop and govern a highly capable team in a complex group environment by sharing and engaging to collaborative objectives.
  • Significant experience at managing Board stakeholder relationships, internally and externally, with the ability to build productive and mutually beneficial relationships
  • Demonstrable experience of leading a transformation of finance or support services evidencing clear business benefits and deliverables
  • A forensic approach to the numbers and a strong technical finance skillset, with a particular expertise in implementing robust financial controls
  • Most likely a qualified chartered accountant, although alternative commensurate education and experience are possible for the role (MBA etc)
  • This role requires UK Security Vetting/National Security Vetting Checks
