National Highways have an excellent opportunity for a Project Manager to join our team in the East region, working on the National Concrete Roads Programme. The Project Manager will primarily lead specific work packages within the Centre of Excellence and Programme Management Office. 

The National Concrete Roads Programme has been established to manage the £393m of funding allocated in Road Period 2 to the delivery of Concrete Pavement life extension and reconstruction schemes. Two primary functions within the National Programme have been defined. The Centre of Excellence has been established to lead the innovation and technical authority activities of the programme whilst the Programme Management Office provides a national governance and assurance function to support Regional Delivery. Both functions report directly into the National Design Authority leadership.

The role of the programme will be to centrally lead and manage innovation into concrete products and methods, provide a central engineering and technical authority as well as a national governance and assurance function to oversee and optimise delivery across all regions. 

This role is flexible with location and can be based from any of our offices within the UK. 

What you’ll be leading on

  • Lead on key activities as determined by the Programme Management Office Manager and Technical Lead, managing various aspects (plan, budget, governance, health & safety, etc.) of projects across lifecycle to reach agreed business and strategic benefits and manage contract compliance and risk effectively. 
  • Work closely with Regional Delivery teams to audit programme governance, promote the sharing of best practice and collaboratively develop risk mitigation strategies. 
  • Oversee the collation and analysis of programme controls data and provide recommendations to the Programme leadership as to risk mitigation and programme optimisation strategies. 
  • Develop and manage strong collaborative relationships with the wider programme and other key internal and external stakeholders, to ensure full mutual understanding of the projects’ strategic and delivery objectives, to report on and review project performance, and to agree solutions that resolve complex issues. 
  • Design, agree and implement project plans, to ensure that all activities are appropriately organised to deliver project objectives, are appropriately resourced to deliver the required outcomes, and comply with locally defined procedures. 
  • Identify and evaluate emerging risks, issues, dependencies and constraints associated with the project, escalating where appropriate. Where necessary develop, agree and implement solutions to overcome these. 
  • Manage, lead and motivate project teams, to ensure effective performance is delivered and to support individual’s personal development. 

To be successful

  • Ability to oversee the design and delivery of pavement repairs / to asses pavement defects in concrete and asphalt. 
  • Experience of providing support and challenge at a senior level to proactively resolve issues and respond to problems using innovative and creative approaches. 
  • Ability to work collaboratively, with a range of colleagues, subject matter experts and business partners both in the wider organisation and externally across multiple stakeholders and delivery partners 
  • Strong stakeholder management and influencing skills and the confidence to challenge others, including senior colleagues, where necessary to ensure successful approach to delivery, improved performance in health and safety, time, cost, quality or customer experience.
  • Ability to analyse and evaluate data from various sources to identify pros and cons and identify risks in order to make well considered decisions.
