Under the strategic direction of our CDDIO, we aim to leverage digital technologies, data analytics, and information management to drive operational efficiency, enhance patient care, and foster a data-driven decision-making culture across the Trust. Our digital transformation programme encompasses a suite of critical and high-profile projects, including the implementation of a new Electronic Patient Record (EPR) system, maternity, outpatient, theatre and cardiology transformation programs, migration of the existing EPR and the Electronic Prescribing and Medicines Administration (ePMA) system to Microsoft cloud, a Kent-based NHS hospitals LIMS initiative, Acute Order Communications, among others.

The Programme Director will play a pivotal role within the CDDIO's team, leading the Trust's digital transformation initiatives. This position requires a dynamic and visionary leader adept at managing complex, multi-faceted digital healthcare projects. The Programme Director will ensure the strategic alignment, execution, and delivery of these initiatives, fostering innovation, ensuring technical assurance, and championing a data-driven culture across the organisation.

Main duties of the job

The responsibilities of the post holder will include working with the CDDIO on the development and implementation of the Trust's digital and data transformation programme, major digital projects across the Trust system. The post holder will work alongside the Chief Clinical Information Officer [CCIO] and the Chief Nursing Information Officer [CNIO] to ensure that systems and processes focus on supporting the delivery of safe and effective services to the population of North Kent and Bexley.

Job responsibilities

Specific Responsibilities: -

Strategic Leadership and Alignment:

In collaboration with the CDDIO, refine and champion the Trust's digital transformation vision, ensuring alignment with broader organisational goals.

Drive the strategic direction of digital projects, including EPR system implementation, cloud migration, and digital innovations in patient care, ensuring these initiatives support the Trust's ambition to enhance operational efficiency and patient outcomes.

Promote a unified digital strategy that encompasses technology adoption, digital product development, and innovation.

Consult widely on the content and approach of the strategy, including senior parties with potentially conflicting views.

Evaluate, interpret and locally implement best practice in digital services.

Prepare and present highly complex, sensitive and/or contentious information to ensure full understanding and engagement with high levels of interpersonal and communication skills (both verbal and in writing).

Person Specification Education and Training
  • Master's degree or relevant specialist experience gained over a significant period of time
  • Project management qualification such as PRINCE 2 or Managing Successful Programme's (MSP)
  • Post Graduate Diploma in Management.
  • Advanced specialist training and/or knowledge in the management of major digital programmes management/ business cases and information systems
Knowledge and Skills
  • Knowledge of NHS IT and Digital strategies and developments
  • Practical knowledge of systems prototyping & rapid development methods.
  • Practical knowledge of a range of Acute Clinical Systems including as a minimum PAS, Pathology, Radiology, Theatres, Order Comms, A&E.
  • Knowledge of risk management techniques
  • Knowledge of NHS procurement and business case guidelines
  • Knowledge of the use of digital & information systems in the NHS
  • Advanced troubleshooting and analytical skills
  • Proven leadership of successful digital transformation programmes
  • Proven track record of change management approaches to enable digital transformation
  • Ability to work within a team, both as a team member and as a leader.
  • Excellent networking, influencing and negotiation skills
  • Excellent organisational and planning skills with the ability to work to tight deadlines
  • Ability to work autonomously and prioritise own workload

Experience
  • Extensive digital experience in a complex and large organisation
  • Experience of developing and implementing a clear and compelling digital strategy, to transform improvements in service delivery
  • Experience of driving digital innovation in line with business strategy, including the use of new digital, AI and data analytics tools at scale
  • Leadership experience, working at senior management level, working with Boards, Executive and Leadership teams
  • Significant experience of applying Project management methodologies in large Digital projects e.g. Prince II, APM or Agile
  • Extensive experience of leading large scale digital programmes, including procurement, and developing complex business cases
  • Experience of fully integrating digital initiatives with the strategic planning process, including resource allocation
  • Experience of supplier and complex contract management in accordance with procurement guidelines
  • Implementation and operation of IT Infrastructure, Systems and Services
  • Experience of developing and delivering formal complex and at times highly contentious information reports & presentations in atmosphere of proposed major change
