Job Summary

The Deputy Director of Complex Care - Strategic Commissioning is a pivotal role, leading the future development of the health and care market across NCL on behalf of the ICB. The post holder will work in collaboration with system partners to shape the future of care provision and influence the shaping of the market with colleagues from across London and beyond. The post holder will lead the development of creative commissioning solutions, which are high quality and value for money. This role is ideally suited to an individual who has the ambition, drive, and courage to transform the health care market, ensuring we meet the needs of our residents, through delivering the aims of our organisation. The role provides an amazing opportunity for individuals who are committed to developing their career and aspire to secure a Directorship in the near future. Please note that priority will be given to NCL ICB employees who are affected by change.

Main Duties of the Job
  1. Lead the development of commissioning strategies which will deliver improved value for money through stratification of pricing, preferred provider frameworks, PHB's and Dynamic purchasing approaches (related to commissioning for adults)
  2. Strategic lead for Market development within the care sector
  3. To lead the brokerage function to commission health care for complex adults, ensuring VFM and high-quality placements
  4. Develop and lead systems to ensure a robust quality assurance approach is in place across the directorate to assess and monitor all providers
  5. Lead the enhanced care in care homes (EHCH) agenda, including transference of approach to other sectors
  6. Develop and embed IFR & PHB systems and processes across NCL
  7. Deputise for the Director of Complex Care, leading key workstreams on behalf of the Directorate

On 1 July 2022, NHS North Central London Integrated Care Board (NCL ICB) was established. The ICB is part of North Central London Integrated Care System (ICS). Education / Qualifications
Essential
- Educated to masters level or equivalent level of experience
- Evidence of continuing professional development
- Extensive knowledge of commissioning regulation
Desirable
- Financial background
- Clinical qualification

Experience
Essential
- Extensive experience of leading the strategic development of complex care commissioning
- Extensive experience of working with and developing the care market
- Good understanding of Continuing Healthcare National Framework and the impact relating to both cost and quality
- Significant experience of working at 8C or above
- Experience of developing and delivering business strategies
- Experience of developing quality strategies

Skills / Abilities
Essential
- Ability to successfully manage dealing with contentious or sensitive issues, market negotiations, financial differences of opinion
- Ability to manage aggressive/antagonistic behaviour
- Communication with a varied range of stakeholders, providers, councils, MPs, members of the public
- Ability to manage several complex data sets, analysis and draw conclusions
