Due to our Client's ongoing growth and expansion, they are looking to appoint a Project Controls Manager to join their team in Bristol.

The Project Controls Manager is responsible for managing a multidisciplinary team of project controls professionals to deliver holistic, integrated project controls outputs. This can be for an individual large project, a programme of related projects, or a business line portfolio. It is expected that each Business Line will have one dedicated lead project controls manager to oversee all projects within this portfolio, delivering not just the integrated outputs for each project but also overall Business Line level outputs and analysis.

The Project Controls Manager would be expected to focus the majority of their time and effort on managing the team, co-ordinating the project controls workload, identifying and escalating or resolving issues assuring and challenging their outputs against our Client's processes and quality expectations, rather than working directly on producing outputs themselves. They will also maintain a focus on the continuous improvement of the outputs, tools and processes in their team, working closely with the central PMO to develop the function further.

The Project Controls Manager will manage and lead their Project Controls team, consisting of project controllers and discipline specialists, through:

Conducting day-to-day line management duties for all members of the team
Ensuring the development of all members of the team through coaching, guidance, and on-the-job training as well as co-ordinating formal training requirements
Review and assure all outputs of the team for compliance with our Client's processes and quality standards, identifying shortfalls and addressing these through staff development or tool/process/template refinement.
Have an active role in resource planning and the recruitment process including interviews.

Support and ensure the production of quality, coherent and aligned Planning, Scheduling, Cost Control, RAID and Document Control outputs by all members of the team, ensuring projects have:
Fully aligned breakdown structures covering the full scope of project work.
Suitably detailed and justified cost estimates for all work packages, used as the basis of budgets in the cost model, with contingencies and mitigations in place aligned with RAID registers.
Baselined, fully logic-linked, cost and resourced loaded plans in line with the WBS and cost estimate/ model, with suitable contingencies and mitigations in place aligned with RAID registers.
EVM and Productivity reporting combining cost and schedule outputs into a consolidated picture.
RAID and Documentation Registers that are aligned with the remaining scope of work and all relevant RAID events and Documents are captured and forecast correctly in the control schedule and cost model.
Accurate, timely and integrated analysis and reporting on all of the above.

Where working as a project control lead for a Business Line, collate the project level reporting into a Business Line analysis and reporting, to present to Business Line leads during the reporting cycle, identifying common themes across the breadth of the portfolio.

Contribute to the development of the project controls function through regular engagement with other Business Line project controls managers and the Head of Project Controls to identify issues, propose improvement opportunities, and implement new tools, processes, and outputs within their team.

Key responsibilities will include:
Assured, coherent and aligned versions of the following for all projects:

Cost Control
Cost model containing documented estimates and budgets, and periodically updated and validated EAC.
Work Package, Control Account and Project level cost reporting

Planning & Scheduling
Periodically updated and validated resource and cost loaded, baselined schedule, including progress and forecast, for relevant work packages.
Work Package, Control Account and Project level schedule reports and extracts, and progress reports

RAID Management
Periodically updated RAID items and actions
Work Package, Control Account and Project level RAID reports

Document Control
Non- technical documentation reviews
Document deliveries, receivals, and internal distribution
Status reports, documentation registers and transmittals logs

Experience and Requirements
The Project Controls Manager will have worked across most or all of the project controls sub-disciplines for several years each and is capable of producing high-quality outputs that integrate all of these disciplines holistically.
You will be confident in taking an inquisitive, analytical and (where needed) challenging role within the project, holding project and work package managers to account and driving accuracy and best practice into the project.
You will have experience being a senior member of a project controls team, being capable of working fully autonomously with little to no oversight and is seen as an expert who other project controllers’ approach for guidance/ coaching on, and assurance of, their project controls outputs.
You will also have had some experience in developing tools, processes, guidance and standards for project controls processes and outputs, implementing these within a project.
As an experienced person in this role, you would have managed a multidisciplinary team of project controls professionals, producing integrated outputs for several years and being fully capable in line management.
You will have a strong vision of the future of your team and the business, being capable of actively planning and driving towards this future.
