Resident Engagement Manager Sector: London Local Authority Department: Housing Reporting to: Head of Resident Involvement & Participation Contract: 6 months Office-based: 5 days per week Daily rate: £350 (inside IR35, umbrella) Interviews to take place ASAP with a view to a start thereafter Overview This is an exciting opportunity for an experienced Resident Engagement Manager. As Resident Engagement Manager you will be focused on leading the Resident Engagement Reset project across Housing services, ensuring engagement processes are effective, outcomes are meaningful, and services are prepared for regulatory inspection. You will be work closely with the Head of Resident Involvement & Participation to ensure compliance with the Social Housing Act Consumer Standards, particularly Transparency, Influence, and Accountability. You will also manage and develop the resident engagement structure, introducing formal and informal ways for residents to provide feedback. This is a hands-on, varied role with significant responsibility for project management, consultation, and embedding change across Housing services. Responsibilities Project Management: Lead the Resident Engagement Reset project, influencing new ways of working to deliver the overall objectives of the initiative. Regulatory Readiness: Work with the Head of Resident Involvement & Participation to compile and analyse evidence for inspection readiness, assessing compliance with the Social Housing Act Consumer Standards. Resident Engagement: Ensure residents have meaningful opportunities to participate in formal and informal engagement activities. Manage resident forums and groups, ensuring processes are consistent, structured, and effective. Consultation: Manage the preparation, delivery, and collation of responses on major consultation exercises, including statutory consultation with tenants and leaseholders under s105 or s20 where required. Change Delivery: Implement and embed changes to resident engagement processes, addressing resistance and ensuring long-term sustainability of improvements. Collaboration: Work with Housing teams, staff, and managers to develop innovative solutions to improve service delivery and increase resident satisfaction. Communication: Lead on communication and engagement activities with both internal teams and external stakeholders, maintaining strong relationships and fostering transparency. Reporting: Produce regular updates and reports on project progress, engagement outcomes, and compliance against regulatory standards. Leadership: Support and guide engagement officers, promoting professional development and best practice. Essential skills Proven experience as a Resident Engagement Manager or in a similar role, ideally within a local authority or housing environment. Strong project management skills, including delivering change projects on time and within scope. Experience preparing services for regulatory inspections and compiling evidence against housing standards. Knowledge of resident engagement frameworks and statutory consultation processes (s105/s20). Excellent organisational skills and the ability to prioritise competing workloads effectively. Strong interpersonal skills with the ability to build relationships across teams, residents, and stakeholders. High attention to detail, professional judgement, and the ability to maintain confidentiality. Strong written and verbal communication skills. Experience promoting inclusion and embedding Equality, Diversity, and Inclusion principles in engagement activities. Familiarity with housing legislation and regulatory frameworks. Experience coaching or managing a small team of engagement officers. WORKING ARRANGEMENTS Office-based 5 days per week in London.
