Great British Nuclear is the organisation tasked with rebuilding the UK’s nuclear electricity generating capability. This Arm’s Length Delivery Body (ALDB) was confirmed by HM Government in July 2023 as the body responsible for delivering up to 24GW of new nuclear power by 2050.
GBN will help nuclear projects through every stage of the development process, building a resilient pipeline of new-builds and supporting projects from the earliest stages of securing investment, through construction and into the operations phase.
As the GBN programme has now commenced, the key Senior Leadership roles are being filled, including that of Programme Development and Assurance Director.
Great British Nuclear has been set up to ensure the efficient delivery of major nuclear generation build programmes; the role of the Programme Development and Assurance Director lies at the operational heart of the organisation. Fundamentally, the role is accountable for the delivery of the wider GBN Programme and responsible for ensuring that GBN’s programme and project delivery functions are optimally set up to deliver on that core aspect of its mission.
This breadth of responsibilities will necessarily require exceptional stakeholder management capabilities, building strong working relationships at the most senior levels of government, community liaison, regulatory bodies and industry internationally.
Given this required combination, candidates for this role must already have major project delivery experience, ideally in nuclear new build but certainly in the major infrastructure sector on programmes which have a high degree of technical complexity, national government involvement and intense public scrutiny.
With the CEO, agree the programmes and budgets of Great British Nuclear with relevant government departments
Lead the GBN programmes whilst in their nascent, pre-Development Company state (e.g. the current SMR Programme), ultimately as Senior Responsible Officer
Build a team to enable creation of Development Companies, which will be the GBN bodies responsible for local development activities.
Partner with and support the Development Company MDs
Direct and oversees GBN’s framework for establishing Development Companies, ensuring a robust and comprehensive plan for timely formation and transfer of specific capabilities required for programme development
Set up and lead the programme aspects on behalf of Great British Nuclear and the ownership and promotion of excellence in project delivery tools, process, practises and culture
Ensure project management & controls processes are conducted to the highest standards of nuclear, industrial and environmental safety and that all quality standards and practices are observed, performing the key function of internal assurance for GBN
Ensure programme alignment and support by building strong relationships: Across the executive and non-executive leadership of GBN and the Development organisations; With senior leadership among contractor organisations; With relevant senior government departmental heads; With relevant local stakeholders leadership at construction sites
Build strategic networks across the broader UK and international nuclear industry in order to achieve faster and lower cost outcomes without compromise to safety
Provide leadership to a team of Programme managers, fostering a collaborative and high-performance work environment.
Extensive experience in ensuring high levels of safety, security and environmental responsibility through large and complicated projects
A demonstrable track record of successfully delivering major relevant infrastructure programmes and projects
Experience of senior leadership, including budgetary, commercial and staffing responsibilities
Experience of interfacing with UK Government bodies in the areas of major project reviews
Detailed understanding of strategic planning techniques and strategic risk analysis
Degree and chartered status, or equivalent, in an engineering or other related field
